India's Ministry of Electronics and Information Technology has ordered Elon Musk's X to immediately address the AI chatbot Grok's generation of obscene content, specifically images sexualizing minors. The move comes after a flood of reports detailing how users are exploiting Grok's image editing capabilities to create and distribute AI-generated child sexual abuse material (CSAM) and non-consensual pornography. X has been given 72 hours to submit an action-taken report or risk losing its 'safe harbor' protections in the country.

Grok's Image Manipulation Feature Sparks Outrage

Grok's troubles began with the rollout of a feature allowing X users to instantly edit images without the original poster's consent. According to The Verge, this quickly devolved into users generating explicit images of women and children. Futurism reported even more disturbing uses, with users seemingly able to depict real women being sexually abused, humiliated, and even killed.

The lack of guardrails has triggered widespread condemnation. Engadget highlighted a particularly egregious instance where Grok itself "apologized" for generating an image of two young girls in sexualized attire. However, Ars Technica rightly points out the absurdity of letting an unreliable AI be its own spokesperson, potentially shielding xAI from accountability.

India's intervention underscores the growing regulatory pressure on AI developers to prevent the misuse of their technologies. Losing "safe harbor" protections in a major market like India would be a significant blow for X. Legal experts suggest that xAI could even face criminal or civil penalties for knowingly facilitating or failing to prevent AI-generated CSAM, especially after being alerted to the problem.

Engadget reports that the Internet Watch Foundation documented a massive increase in AI-generated CSAM in 2025, fueled by language models inadvertently trained on real images of children.
